Skilled in providing strategic, operational and medical/clinical guidance for the development of new products and overall life cycle management, Dr. Huskey currently leads teams of clinical, regulatory, quality and translational genetics professionals uniquely dedicated to the development of better approaches to patient care through clinical excellence, research and education.
A dynamic, cross-functional leader with over 15 years of direct patient care, pharmaceutical and biotech experience, she is accomplished in building and leading medical and clinical affairs teams through change and growth. As Chief Clinical Officer of Millennium Health, Dr. Huskey is responsible for developing Millennium’s evidence-based clinical strategy, implementing programs to help ensure medical necessity and supporting teams through collaborative partnerships with our clinician and health plan partners. She recently co-authored a study entitled, “Rate of Fentanyl Positivity Among Urine Drug Test Results Positive for Cocaine or Methamphetamine” that was published in JAMA Network Open and picked up by several national news outlets, including U.S. News and World Report.
Before joining Millennium, Dr. Huskey held various medical affairs positions in the pharmaceutical industry; responsible for developing and managing key opinion leader relationships, clinical education, and collaborative research. As a clinician and after residency, she practiced as a clinical pharmacy specialist in both the inpatient and outpatient settings, specializing in the care of patients with substance use disorders and complex pain syndromes.
Dr. Huskey is a Certified Pain Educator (CPE) and was the 2012 recipient of the American Society of Pain Educators’ ‘Pain Educator of the Year’ Award.

Candace Allen Nafissi earned a Master’s in Public Administration from California State University, Long Beach. She serves in a senior capacity for the largest publicly-funded healthcare plan in California, LA Care.
For over a decade Candace advocated for investments in early care and education for the second largest Chamber of Commerce in the United States, the Los Angeles Area Chamber of Commerce. Nafissi led and coordinated a statewide effort with the elected leadership of Los Angeles County and its business community to secure investments in early care and education, resulting in a stronger, thriving workforce in the Los Angeles region.
Prior to the L.A. Area Chamber, Candace was the Community Partnership Manager at Pediatric Therapy Network (PTN), assisting vulnerable families with accessing community and healthcare services as part of PTN’s federal Early Head Start program. Nafissi established key Memorandums of Understanding with vital community partners, organizations and county agencies, ensuring maximum services attainment for less vulnerable families.
Nafissi currently serves on several appointed commissions: the Redondo Beach Library Commission, the Redondo Beach General Planning Action Committee, and was appointed by Supervisor Janice Hahn as a L.A. County Beaches and Harbors Commissioner. She has previously served on the Historical Commission for the City of Redondo Beach and the Los Angeles County Children and Families Commission.
Candace’s vast government experience includes representing then-Assembly Member Ted Lieu (now s U.S. Congressman) where she was a key liaison for issue areas such as children, health and education.
And, fulfilling involvement in what she views as her most important role, Candace serves on the executive board of her son’s PTA as the Legislative Liaison, is the neighborhood watch block captain for her street and is living happily ever after with her husband Joe, their sons Kian (8), Kamran (5) and their sheepadoodle, Chloe.
Over the past 10 years, Heather has become nationally recognized as one of the foremost and cutting-edge legal experts in Medicare Secondary Payer Compliance. An avid blogger and national speaker, Heather is a regularly published author and national speaker on MSP compliance. Her articles have been featured in publications such Risk & Insurance, Workerscompensation.com, Defense Research Institute (DRI), and Claims and Litigation Management (CLM) Alliance Magazine.
Currently serving as Franco Signor’s Chief Legal Officer, Heather leads corporate Medicare and Medicaid Secondary Payer compliance initiatives for the organization and remains directly engaged with Franco Signor’s TPA and carrier-based clients. Heather is charged with the drafting and negotiating of corporate contracts, the definition and development of corporate policies and provides continuing counsel on all corporate legal matters. Heather also oversees and directs Franco Signor’s Legal and Human Resources Departments.
Prior to joining Franco Signor, Heather previously served as lead counsel for Optum (formerly Helios)’s MSP division as well as Corporate Counsel for Gould & Lamb (now known as ExamWorks Clinical Solutions). Heather has a Juris Doctorate degree from St. Thomas University School of Law and also an undergraduate degree in Political Science from The University of Central Florida.

Heather has been an active member of the Medicare Advocacy Recovery Coalition (MARC) since 2011 and also serves as an Ambassador for the Women to Watch Foundation, a 501(c)(3) for humanitarian initiatives.

Ana Handshuh, Principal at CAT5 Strategies, is a government programs executive with expertise in creating and implementing corporate programs for the healthcare industry. Her background includes Quality, Core Measures, Care Management, Benefit Design and Bid Submission, Accreditation, Regulatory Compliance, Revenue Management, Communications, Community-based Care Management Programs and Technology Integration. Ms. Handshuh currently serves on the Board of the Resource Initiative and Society for Education (RISE), the preeminent national professional association dedicated to managed and accountable care financing and delivery. She is a sought after speaker on the national healthcare circuit in the areas of Quality, Star Ratings, Care Management, Member and Provider Engagement, and Revenue Management. Ms. Handshuh served as the Vice President of Managed Care Services at Central Florida Inpatient Medicine (CFIM). In this role, she provided leadership and strategy on CFIM projects and collaborations with physicians, risk entities, hospital health care systems, and health plans. CFIM is the largest Hospitalist group in Central Florida, with 70 providers discharging over 50,000 patients annually from multiple hospitals across two health care delivery systems and 24 skilled nursing facilities. At CFIM Ms. Handshuh previously served as the Vice President of Operations. Prior to those assignments, she worked with Precision Healthcare Systems as their Vice President of Quality Improvement. In that capacity, she led the IPA’s Quality efforts and collaborated with payers on implementing programs to move the needle on Quality and Star Rating initiatives. Ms. Handshuh also served as the Director of Corporate Program Development at Physicians United Plan. In this role, she led the Quality Management and Corporate Communications departments and spearheaded the development of innovative integrated technology solutions to drive business excellence and Star Rating achievement initiatives. For the past fifteen years Ms. Handshuh has taken an active role in redefining and implementing changes that have led to improvements and greater efficiency within Government programs and healthcare delivery. Prior to joining Physicians United Plan Ms. Handshuh was the founder of I-Six Creative.
